Construction products bearing the CE are guaranteed free circulation within the EU market under directive CPD 89/106/EEC of 21/12/88. This directive is substantiated by standard NF EN 14041 of March 2005, which applies to textile and laminate coverings. Among other things, the construction products directive includes 5 essential requirements: | - Safety in case of fire
- Safety in use
- Protection against noise
- Hygiene, health and the environment
- Energy economy and heat retention.

Reaction to fire is subject to the new European classification and a new measurement method: CE marking of carpet in lengths and tiles will be mandatory from 2007. The CE mark comprising the letters 'CE' must be clearly visible on the packaging, as must the certificate of conformity number where applicable. In all commercial literature, the CE mark must be accompanied by additional information, namely the fire reaction and slip rating and where relevant electrical behaviour and thermal conductivity.
